Derecho Storm Relief  Grants

The Iowa Developmental Disabilities Council (The Council) is offering to fund time-limited assistance to providers and organizations supporting people with developmental disabilities who experienced losses due to the Derecho storm on August 10, 2020.  The Derecho Relief Fund will fund mini-grants up to $1,000 each. The purpose of this funding initiative is in response to emerging needs of individuals with developmental disabilities and their families who have been impacted by the Derecho storm, especially unmet needs that could lead to institutionalization.

The funding can be spent on the following items:

Gift cards for food and cleaning supplies Gift cards for items that may have been destroyed in the storm Generators to support community homes for people with disabilities and/or their families. Costs associated with clean-up of storm damage to community homes for people with disabilities and/or their families Costs associated with the storm that have created significant difficulties
The Council will consider reimbursing for the costs of these items that providers and organizations may have already incurred to support people with disabilities and/or families. Receipts will be required as well as the number of people supported. 

Who Can Submit a Proposal?

Organizations, including service providers, municipalities, schools, human service agencies, who support people with developmental disabilities and are located in the Governor's Disaster Proclamation: Audubon, Benton, Boone, Cass, Cedar, Clarke, Clinton, Dallas, Greene, Grundy, Guthrie, Hardin, Iowa, Jackson, Jasper, Johnson, Jones, Linn, Madison, Marshall, Muscatine, Polk, Poweshiek, Scott, Story, Tama, and Washington counties. Applicants must have a federal tax identification number to be eligible.

Funding

The Council will accept applications until September 8, 2020.  The Council has $10,000 of funding assistance to provide.

The Application Must Include:

Name of organization The title address, phone number and email address of your organization's contact person  A description of the impact the Derecho storm had on people with disabilities and/or their families A description of how the funding will be spent An anticipated number of individuals the funding will support  The total funding requested
If funding is approved, please be aware that it can take up to 2 weeks after the approval date for all paperwork to be processed and a check issued. Disaster survivors can experience a variety of legal problems: insurance, problems with a landlord (if a renter), contractor scams, consumer scams, difficulty applying for federal and state disaster benefits, etc.

Red Cross Announces Emergency Financial Assistance ProgramFollowing the Iowa DerechoEligible households can apply for $450 financial assistance to support emergency needs

AUGUST 21, 2020 - As we continue to provide services for those affected by the derecho
that hit Iowa on August 10, the American Red Cross will deliver emergency financial
assistance to households whose residences sustained major damage or were destroyed.
Qualified households will be eligible for $450 to support emergency needs. Funds will be
made available using Electronic Funds Transfer (EFT).
To complete applications, heads of household are encouraged to call 1-800-REDCROSS,
and select prompt 4. The financial assistance application requires a valid text enabled
phone number and/or an email address for processing.
Financial assistance will allow people to make their own decisions and prioritize what they
need to start recovering. Funds can help families replace clothes or food, offset
transportation costs or support other immediate needs. This financial support is in addition
to the other services the Red Cross continues to provide, including cleaning supplies, food,
health and mental health support, and spiritual care.
The Red Cross is prepared to provide financial assistance to hundreds of households that
sustained major damage or were destroyed when the derecho occurred in Central and
Eastern Iowa, as determined by Red Cross disasters assessment teams.
Major damage is indicated by significant structural damage to a residence that requires
extensive repairs. This may include substantial failure of the roof, walls or foundation. A
residence that is destroyed is one that is a total loss or with damage so extensive that repair
is not feasible.

A TEMPORARY COMMUNITY-BASED COVID-19 DRIVE-THROUGH TESTING SITE WILL RETURN TO ROCK ISLAND COUNTY FROM AUG. 19-30.

A temporary community-based COVID-19 drive-through testing site will return to Rock Island County from Aug. 19-30.
The location and hours are different from the site that was open in July. Testing will be in the parking lot of the TaxSlayer Center, 1201 River Drive, Moline. Hours are 9 a.m. to 5 p.m.
Community-based testing sites are available to any Illinois resident to get tested, regardless of symptoms or other criteria. No appointment or doctor referral is needed at state-operated drive-through sites. Photo identification is required. Testing is available at no cost to the individual, but those with medical insurance may be asked to provide their insurance card.
Anyone who will be tested must be seated at a functioning window. Once you get in line at the testing site, you will not be permitted to exit your car. Walk-up testing services also will be offered; please follow directions at the test site.
Due to the demand for this service, there could be significant wait times. Please be patient. If you are experiencing a medical emergency, seek immediate care.
Testing is encouraged for residents showing symptoms consistent of COVID-19. These symptoms include: fever, cough, shortness of breath, chills, fatigue, muscle or body aches, headaches, new loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, diarrhea. This testing site is possible through a partnership with the Illinois Department of Public Health, the Rock Island County Emergency Management Agency, the TaxSlayer Center and the Rock Island County Health Department.

The Disaster Supplemental Nutrition Assistance Program (D-SNAP) gives food assistance to low-income households with food loss or damage caused by a natural disaster.

The Disaster Supplemental Nutrition Assistance Program (D-SNAP) gives food assistance to low-income households with food loss or damage caused by a natural disaster. The U.S. Department of Agriculture's Food and Nutrition Service (USDA FNS) must approve states to operate D-SNAP in a disaster area. The President must declare Individual Assistance for the disaster area and your state must request FNS approval to operate D-SNAP. If approved for D-SNAP benefits, you will get an Electronic Benefits Transfer (EBT) card to access them. You use it just like a debit card to buy food at most local grocery stores. INDIVIDUAL GRANT ASSISTANCE FUNDS AND DISASTER CASE MANAGEMENT FORCEDAR, CLINTON, MUSCATINE AND SCOTT COUNTY RESIDENTSAFFECTED BY SEVERE WEATHER

The governor’s proclamation, released August 11, 2020, allows State resources to be
utilized to respond to and recover from the effects of the recent severe weather on
August 10th. Cedar, Clinton, Muscatine and Scott County residents affected by the
severe weather may be eligible to apply for individual grant assistance to cover losses
experienced. To qualify, households must be located within the disaster declaration
area, and must meet income guidelines.
The program provides grants up to $5,000 per household to cover home or car repairs,
replacement of clothing or food, and for the expense of temporary housing, if applicable. Original
receipts are required for those seeking reimbursement for actual expenses related to storm
recovery.

Affected residents who may benefit from this assistance are encouraged to apply through Community Action of Eastern Iowa at caeiowa.org/disaster. Those without Internet access may contact 563-324-3236.

Food Safety from Rock Island County Department of PUblic Health

Due to expected the Quad-Cities’ expected long-term power outages, the Rock Island County Health Department’s environmental health team has put together this information sheet regarding food safety. Bottom line: When in doubt, throw it out.
Refrigerators: Regarding this power outage, if your electricity was off overnight, food in the refrigerator already must be thrown away.
When power goes off in the refrigerator, you can normally expect food inside to stay safely cold for four to six hours. High-protein foods (dairy products, meat, fish, poultry) should be consumed as soon as possible if power is not restored immediately. They cannot be stored safely at room temperature. Whole fruits and vegetables can be kept safely at room temperature until there are obvious signs of spoilage (mold, slime, wilt). Discard all food items in disposable plastic bags. Freezers: Keep the doors closed!
When the electricity is off, a fully stocked freezer should keep food safe for TWO days If the door remains closed, a half-full freezer can keep foods safe for about ONE day. If your friends have electricity, divide your frozen foods among their freezers. Seek freezer space in a store, church, school, or commercial meat locker or freezer that has electrical service. Know where you can buy dry and block ice. Dry ice freezes everything it touches; 25 pounds of it will keep a 10-cubic-foot freezer below freezing for three to four days. When using dry ice, though, be sure to take several precautions. Never touch dry ice with bare hands! Also, do not stick your head into a freezer that contains dry ice. It gives off carbon dioxide, which replaces oxygen, so leave the door open a short time before examining your food. Boil orders: Some areas of Rock Island city are under a boil order. Check with your municipality/water supplier.
For drinking, cooking, hand washing, teeth brushing etc.: boil your water for a minimum
of 3 minutes or use bottled water. Tap water may be used for bathing, household cleaning and dishwashers. After boil order is lifted, flush water lines and clean faucet screens. Empty coffee makers, ice makers etc. and flush out  ###

GOVERNOR PRITZKER ANNOUNCES PROGRAMS FOR RENTAL AND MORTGAGE RELIEF, Applications Accepted beginning August 10

  IHDA is developing programs for Emergency Rental Assistance and Emergency Mortgage Assistance for households who have lost income due to COVID-19. Both programs are currently under development. Applications for Emergency Rental Assistance will be available on August 10 at era.ihda.org. Emergency Rental Assistance program FAQ’s can currently be found at era.ihda.org. Applications for Emergency Mortgage Assistance will be available on August 24 at ema.ihda.org. If you have questions, please call 312.883.2720 or 888.252.1119. COVID-19 Iowa Eviction & Foreclosure Prevention Program Eligibility Criteria Expanded

Announced today, more Iowans will be eligible to receive assistance with their rent and mortgage payments through the COVID-19 Iowa Eviction and Foreclosure Prevention program. The program's eligibility criteria have been expanded to allow Iowans who have been receiving $600 a week in federal unemployment stimulus benefits to apply for assistance through the program.
Renters and Homeowners who previously received $600 unemployment benefit now eligible to apply for rent and mortgage assistance.
Applicants who have applied previously and were declined due to unemployment benefit status are welcome to reapply for assistance. Applicants with an adult member of their household who received the $600 benefit in one or more payments in June and/or July are ineligible to receive rent or mortgage assistance in arrears but may receive assistance beginning with the August payment.  
ELIGIBLE IOWANS
·     Current renters and homeowners that are at risk of eviction or foreclosure due to a documented COVID-19 related loss of income on or after March 17, 2020.
·     Household income at the time of application may not exceed 80% of the median family income, which varies by household size and county, a listing of income limits is available here.

 ASSISTANCE AVAILABLE 
·    Rental assistance for up to four months, including up to two months in arrears, no earlier than the April 1 rent payment, ($3,200 maximum).
·     Includes manufactured home rent and lot rent
·     Mortgage payment assistance, including up to four months (this can include up to two months in arrears) beginning with April 1 mortgage payment, ($3,000 maximum).
